Issue:
A Content Rule has been set up and this one is supposed to get into action but the Content Rule does not trigger.
There are exceptions in the log for User-322 stating the owner of the subscription is not permitted to run content rules.

Root cause:
The user that is Owner of the Content Rule needs to be Active and have sufficient permission, he needs to be a CPX User Level.
Solution:
Check the user that is the Owner of the Content Rule going to https://company.com/dsweb/ServicesLib/Subscription-688/Permissions
Check the user that is the Owner. Click on the link to display the User settings.
Verify that this user is Active (Active User: Yes).
Verify that this user has sufficient permission to run the Content Rule (User Level: CPX).
Change values as required.
Or change the ownership of the Content Rule in order to get it to run.
We suggest you make the Admin User-2 the Owner to ensure there are no problems related to Permissions and or User-Deactivation in the future.
