When a web browser does not recognize the Unicode(UTF-8) character encoding of an HTML page, garbled text is displayed. This will cause documents converted to an HTML View to display the apostrophe (‘) or quotation (“) character may incorrectly.
For example:
“It’s a document that can’t contain apostrophesâ€
displays as:
“It’s a document that can’t contain apostrophesâ€.
Solution: To correct this change the character encoding of your web browser to Unicode(UTF-8).

- Open Internet Explorer
- Select [View]. Highlight Encoding, then Select Unicode (UTF-8)
NOTE: You should also disable the Auto-Selection option by selecting View > Encoding > and verifying that Auto-Select does not have a bullet or check mark next to it. (Click the menu item to remove the check mark if needed).
NOTE: You may have to refresh the page by pressing the F5 key to view the page with the new encoding.
Netscape Navigator
- Open Netscape Navigator
- Select [View]. Highlight Character Coding
- Select More
- Select Unicode (UTF-8)
